Add a custom web page to MSP2003 without Sharepoint Services

I need to create an .aspx page to display simple representation of
tasks for users. I've read about web parts from microsoft project 2003
sdk, however, everything mentioned there is about project server with
sharepoint services. My project server doesn't have this services
installed. Is there any way I can develop pages without sharepoint
services?

Can you describe exactly what is a "simple representation of tasks for
users"?

Is it a listing of all tasks for a single user, a listing of all tasks
for a single project, a listing of all tasks for all projects, or
something altogether different?

It is a listing of all tasks for single user with a checkbox for
reporting of task completion.
However, this page development is not a problem. The problem is how to
add my page to project web access menu, and how to add project web
access menu to my page?

Try this:

1. Log in to Project Web Access (PWA) as an Administrator

2. Click the "Admin" item in the blue (top) navigation bar

3. Click the "Server Configuration" item in the left actions menu

4. Click the "Menus" item in the left actions menu

Here you will be able to add a menu and a sub-menu item which will
point to your new page, which will be displayed inside of PWA.
