add a function to bounce junk email to sender

Do Microdsoft has a function in Outlook so I can bounce unsolicited junk
email back to the sender

I wouldn't recommend that.

Do you really want a spammer to know they've reached a working email address
so they can send even more? You could also cause a mail loop by sending back
emails to an address that is likely changed regularly so that mails are
returned to you, which are then forwarded back. Do you really want that much
traffic and headache?
