add a scanner & camera wizard button/plugin to picture manager

While MS Picture Manger is very nice it desperatly needs a button / plugin to
initiate a scanner aquire or camera import directly into the manager.
Similar to PaperPort, Picassa or ACDSee, Possibly just link the XP Scanner &
Fax wizard into it
