add a value to the cell value itself

I have a value in a cell.I want to add a value to the cell value on 1st
January of every year.How to do it?
Example:
as on 31st January Cell B2=17
I want a formula to add 30 to B2 cell on 1st January
result on 1st January in Cell B2=47
What formula works?
