Add button and resource name is dimmed when build team from enterprise

Dear expert,
Add button and resource name is dimmed when I will build
team from enterprise.
so i can't select and add resource to project team
resource. why? and how fixed it?

I am using microsoft Project Professional 2003 and Project
Server 2003 upgrade from project server 2002.
