Add Chapter numbers to page numbers

I am attempting to add chapter numbers to the page numbers in the footer section of a manual that I am writing. When I follow the procedures outlined in Help in Word, the feature does not work. I keep receiving the error message that I need chapter headings. The chapter headings are in place, including section breaks. I used heading 2 style and selected that chapter heading in the Insert Page Number dialog box under format. I would also like the numbers to appear in my table of contents the way they appear in the footer
Can you help?

Did you go to Format/Bullets and Numbering and select an Outlined
numbered style linked to the Heading styles?

What does that mean, and how is it done? My wife is having the same
problem, but can't see how to do these things. She doesn't want to
change the bullet style because that's already being used in the
document.

If there's a document on the web someplace that explains this, a
pointer would be welcome.
