Add component fails for Outlook 98

After installing Outlook 98 with a package developed in
the Outlook 98 Deployment Wizard, the add component option
(Add/Remove Programs) fails on outlook. I get the
message "An Error Has Occurred!
The Outlook 98 setup initialization failed.
Please restart Outlook 98 Online Setup and try again."

Any ideas?
