Add Contact/Build Distribution List

When I click on the Contacts icon in Outlook (Vista, ver. 6.0) there is no
add function or build a distribution list function. It seems that when I
first got Vista the functionality was there (I can remember adding names).
In reading other postings in this forum, it appears that there is a
difference between the contact folder and the Address Book. I have tried to
follow the directions to get to the Address Book and nothing appears the way
the postings in this forum say. I can't find anything that says Address
Book. What might I be doing wrong or missing?
