How to add a critical path for new task to start two weeks after star
of the previous task.
If I am constructing a multi floor building and in two weeks time I ca
finish framing for interior walls, so two weeks after I started framin
I want to create a critical path to start the next task which i
sheet-rocking. Can you do that

Critical paths aren't "added" by the user - at least that's not the
goal. A critical path is something the develops as a result of the way
the plan is laid out.

You may or may not want to start the sheet rock two weeks after framing
starts. For one thing, the rockers can't do much if the framing isn't
done so a finish to start relationship should exist between those tasks.
Second, what if there is a delay with the framing (framing material
didn't arrive, weather delay, etc.). With the delayed start to start
relationship between the framing and the sheet rock, even if there is a
delay in the framing, the plan will still say the rockers can start
their effort and this won't be the case.

However, you did mention a multi-story structure. Assuming the framers
complete the first floor before they start the next floor, the rockers
could start their effort as soon as the framers finish the first floor.
Then you have rockers on the first floor and framers on the next floor.
This sequence can continue until the whole building is up. However, I
think you forgot about rough electrical, plumbing and A/C which must
happen between framing and sheet rock, right?

I was using my example to explain the needed functionality of MS
Project. Is MS Project capable of creating a link to a previous task
before the previous task is complete?

Yes. For example, if you want task 2 to start 10 days after task 1
starts then the predecessor for task 2 would be:
1SS+10d

You could also create a lead in the predecessor. For example, if you
want task 2 to start 10 days before task 1 finishes, the predecessor for
task 2 would be:
1FS-10d
