Add custom menu and Sub-menu

I am tring to add new menu in the PWA I went to

server configuration --> menu --> Add custom
Menu

I choosed Main Menu
I typed the name and Tool Tip for the new main menu
I clicked OK

nothing added to the buttom of menu list.

in the server where the project server 2003 is installed in Application
Event Log the following Error .

Hi
Try putting a sub menu in the main menu.
It will then appear on the list of menus

even if I try to add new sub menu the same error occured
