Add-in "C:\winnt\system\mociext.dll could not be installed or loaded

Starting Outlook 2003 on a Win2K Pro machine error
received..

"TheAdd-in C:\winnt\system\mociext.dll could not be
installed or loaded. This problem may be reloved by using
the Detect and Repair on the Help Menu"

This does not fix nor does a reinstall of Office 2003 Pro.

How can this be remedied.
