Add-in is disable

How do I get the add-in feature to not be disable. For
example when I am in an object such as table and try to
get the wizard to work, it does not and i noticed that the
add-in feature on the toolbar is disable. help

Usually the Add-in feature is disabled because you did
not create the database and may not have permission to
access this feature. Is this the case? And what version
of Access?
