Add-in loads intermittently

I use Norton spam filter which I have been using for several years and am
very pleased with it. It worked flawlessly with Outlook 2003 but loads
intermittently with Office Outlook 2007. When it fails to load I check
Tools/Customize/Toolbars but the 'Norton Antispam Outlook Plugin' option is
not there. I close and reopen Outllook and the Norton toolbar loads and
fuctions correctly. I checked the configure settings for Norton but they
were all correct.

Can you help me to solve this mysterious problem?
