Add-in menu items do not show up under tools

I am adding a toshiba stratagy unified messaging component to Microsoft
Outlook 2003. I have added it to four laptops with no problems. When it is
successfully added two menu items show up under the tools menu in Outlook.
These menu items allow you to configure the unified messaging. One laptop
does not add the new tools menu options. The add-in is listed in add/remove
programs and shows up checked under add-ins. I have tried reinstalling and
uninstalling several times, created a new profile and made sure antivirus was
shut off. When installing it will ask me if I want to merge or replace the
Mapi file and I have tried both. It also sometimes asks me if I want to
replace the tcl.dll file. The questions were also asked on the computers
that installed successfully. Ideas? It is a Sony Viao and there is an
identical machine that installed perfectly. The stubborn machine has Adobe
Acrobat as an outlook add-in, not sure if that is causing something.
