Add-in that requires input for subject line?

I am searching for an add-in that reminds people to add something to a subject line such that when the send button is pressed a message box opens saying "Your email doesn't include a Project Number. Send anyway?"

OR possibly one that pops up and demands they input a Project # "XXXX.XX" and appends to the subject line [XXXX.XX]

The intent is to require all emails to have a project number associated with them for easier retrieval.

An example of writing the email would be:

"mailto:[email protected]"

"Test Subject"

"Test Message Body"

An example of the email that is sent and saved to the Sent folder:

mailto:[email protected]

[XXXX.XX]Test Subject

Test Message Body
