Add-in

I'm using Access 2003. I've had it install on my desktop and never had a
problem before, but now the wizard to add a new table from file is missing.
When I go to tools and select the Add-in manager, I get the error messge:
Microsoft Office Access can't fine the wizard,...

There aren't any disabled tools. I've tried repairing and reinstalling
Access, but still have the same problem. Any thoughts?
