Add issues to Project via web

I added 4 people to the project plan but only 2 of the 4 to tasks. When
creating a task for the 'assigned to' and 'owner' dropdown you only see the
people assigned to a task. Is this the way it is suppose to work?

Cindy --

Yes. Only those team members assigned to at least one task in a project
will be granted access to that project's subweb in WSS. Hope this helps.

Since I stated my question inaccurately let me just verify. The questions
should have said ' when creating an Issue (not task) can you select only
from people who are assigned to at least 1 task or everyone on the project
plan.

I think my answer covers both questions. If a team meber is not assigned to
at least one task in the project, the team member will not appear on the
list. Hope this helps.
