You can use the Active Directory Synchronization feature to accomplish this,
or you can import them using a file source such as Excel or Project. The
best way to go depends on what you need to accomplish and what resources you
have to at your disposal. For instance, if you're importing users who will
also be resources, it it often easier to stage them in a Project file so
that custom attribution can be added prior to importing. It all depends on
your requirements.

Can you provide me more detailed steps wrt using the option "import them
using a file source such as Excel or Project" as all users will be resources.

WDP:

This is strictly a personal preference. When I first build a resource pool,
I like to stage the resource pool in a project file with local custom fields
that mimic the Resource custom fields I'm creating in the Project Server
instance. This way, I can have someone attribute the resources offline while
I'm configuring the system. This provides a few benefits:

1) As a consultant, I usually can't attribute the resources, so I can hand
this off to someone on the client site
2) Inevitably, there are values missing in some of the attributes, this is
easy to discover when someone is trying to assign values and comes up short
3) When the resource pool file is complete, and all the custom field values
are correct, it takes mere minutes to import the fully attributed resource
pool into Project Server
