Is it possilble to add mutiple names from the "To" or "CC" line of an email
message to my contacts folder? (I received an email with 40 names which I
would like to copy or automatically add to my contacts folder; and also
create a distribution list). I am using Outlook 2003. thanks in advance.....

Not natively. There are third party add-ins that could probably do it.

Why would this useful, helpful and anticipated process not be available?

Because it hasn't made it to the list of most useful, helpful & anticipated
requests at MS yet... I guess.
