add new user and password

This seems so easy, but I can't figure it out. I have a secure split
database. I need to add a user with a password. I seemed to figure out how to
add the user, but I can't figure out where to enter their password. What am I
doing wrong? Can I get step by step instruction to enter a new user and
assigning them a password? Thanks.

When you first create a new user, he doesn't have a password. If you log in
as that user (with a blank password), you can assign a password from the menu.
Tools > Security > User and group accounts. Tab over to the "Change logon
password" tab. Leave old password blank. Type a new password in the text
box and type it again in the verify text box. Push Ok.
