Add New users in Security

Hallo

I hope some one can help me I am making a Database for a business and have
most of it finished and I implemented security as more then one user will use
the database. My problem is as follow I do not want to give the owner admin
wrights to the database as they will be able to change and modify the thinks
and I don't want that. But they need to be able to add new user to the
database and reset passwords have can I do that I created a new group called
admin users they for the administrator of the database.
