The feature is present, sort of, but implemented using other methods that
IMO wouldn't benefit from another menu item...
Deleted sections/folders? They get put into the Recycle Bin on your
desktop. Normal settings and operations for the Recycle Bin apply.
Deleted sections? They do get automatically purged and cleaned up when the
Optimization routine runs (Tools | Options | Open and Save | Optimizing
Section files).
