Add Shortcut Menu

Hi,
when I press Alt+Ctrl+= the mouse cursor turns into a + sign, which
apparently is a tool for adding a shortcut to a menu.

Does anyone knows a webpage where this tool use is explained?

Ops! sorry, I've posted the question to the rong group. The ask is
within the word help: when we click a toolbar button with this mouse
cursor, the button command is added to the proper menu.
