Add sound to an e-mail message

I purchased and installed Office 2003 about 9 months ago. I performed a
custom installation, installing all the "bells and whistles" I could find,
and installing to the default location. Critical updates are up-to-date. I
run WindowsXP.

I followed these directions:

In Outlook 2003, I selected Word as my e-mail editor and selected the HTML
format. When I turned on the Web toolbar and attempt to insert a sound, this
is the error message that pops up:

Microsoft Office Word
This object was created in HTMLInlineSoundCtl.
This application is not available to open this object.
Make sure the application is properly installed and that
it has not been deleted, moved, or renamed.

What do I need to do to add a sound to an e-mail message?
