add text to drawing object

I am trying to add some text to a drawing object - specifically a double
circle. I am trying to create a seal that we can electronically affix to our
correspondence to designate it as "official". I need to put some text in the
outer rim of the circle, and then add text to the inner part of the circle.
I need the text to wrap around the perimeter as if it were a straight line.
An example would be how "The United States of America" is stamped on the
outside edge of a quarter.

There are some WordArt shapes that approximate this layout. Beyond that,
you'll need to create your seal in a drawing application.
