Add user to Enterprise Resource Pool

We are using Project 2003 server in our local Domain. Our team members group
has an AD sync that occurs every night. If I’ve added a new user to the
proper AD group it creates the account and adds them to the Enterprise
Resource Pool. We have a trust setup with a Domain in Japan. I have added the
Japanese users in PWA using Windows authentication. They can login to PWA but
they are not added to the Enterprise Resource Pool. I did some research and
deleted the Japanese users, created a new project and specified the Japanese
user name, email address and Windows account, then saved the project to the
server. It added 3 of the four user’s accounts and added them to the
Enterprise Resource Pool. Then I delete the project.
When I try to add one of the users, I get a message stating:
Local Resource “resource name†has the same name as an Enterprise Resource
and must be changed before the project can be saved.

The Local Resource cannot be replaced by the enterprise resource with the
same name because either:
The Enterprise Resource is already a team member.
You do not have permissions to bring the Enterprise Resource named resource
name into your project.
The Local and Enterprise Resources are of different types.
You do not have Build Team permissions on this project.
You do not have Assign Resource permissions on this resource.
Rename the Local Resource or cancel the save?

I have admin rights, and was able to do it for the other 3 so I don’t think
that it is a rights issue. I assume that he is already a team member; however
I can’t find him anywhere. Could he be in the database somewhere that I need
to use Query Analyzer to find? I don’t know where to look.
Microsoft’s workaround is:
Log on to the computer as the administrator or as a member of the
Administrators group.
Create a new local user account for the user who does not belong to the
Local Resource.
I don’t want to create a local account for the user; we have a trust setup
so that I shouldn’t have to do that. Any help would be appreciated.
