Add user to list without breaking inherited rights?

We have a specific list that is part of our site template - is it
possible to add a specific user to a list after a project has been
deployed and not break the inheritance? For example, when a new
project is created and resources are added, then the project is
published to PWA, there is a specific security set from the template
that is put into place. If we have a single user we need to see a
single list on that new site, how can we grant them access without
breaking the inheritance?
