Add ,?

I have a text file that contains about 10,000 lines. I need to add
",?" (no quotes) to the end of each line.

How do I do that?

Assuming that each line ends with a paragraph return, use Edit>Replace with
^p in the Find what control and ,?^p in the Replace with control.
