Adding a Meta tag for keywords?

I want to add a meta tag for keywords. The Help page says to go to
File>Properties>Custon Tab. I have no Custom tab on the Properties drop down
menu?? Is there anther way to do this? Thanks.

Or just go to HTML / Code view and manually add them.
