You have given little info as to how you want to achieve this and my method
may want you to go out and buy them!!
1) Type a 1 in A1 and a 2 in A2. Highlight both cells
2) Grab the 'fill handle' in the bottom right of cell A2 and drag down as
far as you want numbers (It should now go 1,2,3,4,5, etc)
3) Copy the data in column A and paste below the current data, (Effectively
making two numbers of each.
4) Sort the data and you should have 1,1,2,2,3,3, etc
5) Highlight the data and go to Format>Cells...>Number>Custom and type 0000
in the box. (This will give you numbers like 0001, 0002, etc)
6) Put a heading in A1 and save
7) Open Word and go to Tools>Letters and mailings>Envelopes and labels
8) Set up a label half the width you want and use and make the labels two
across a page use the merge feature to merge to each label, using your excel
file as the data source, this will print the ticket in the left box and the
counterfoil in the right, both with the same number. The next down will
have the next number and so on.
If you need help with the merge, post back
This route will allow you to have some great text, or images, log, etc on
the ticket.

I am trying to create raffle tickets in Excel, and I need to have a ticket
number on the bottom of each ticket (starting with 001). Is there any way I
can make the program automatically add the numbers, or will I have to do it
manually? There will be five, two-inch high tickets on each page, and each
ticket will have two halves. The number will have to appear on each half of
the tickets.
