adding an attachment to a new email goes into the body of the emai

When I am sending a new email using outlook and want to attach a document it
goes into the body of the email and the recipients can't open it.
it should go on the bottom or under subject in the from section.
somehow when replying to someones email it does create a separate space for
the attachment but not in a new message.
Help??????????????????
