adding bullets to a para, moves first letter to the right

When I try to add bullets in word 97-2003, the first letter of each sentence
moves to the extreme right

Sounds like you probably have a tab stop at that position.

To add to what Doug has said, if you are using the Bullets and Numbering
dialog box, restoring its default settings might help. You do that by
clicking each preview picture and then pressing the Reset button.

And have the Compatibility Option for "Don't add automatic tab stop for
hanging indent" checked (Tools | Options | Compatibility).
