Adding design templates for all users

I want to add some design templates so that they can be used by any
user of the computer. This is PowerPoint 2002.

I have tried putting the .POT files in "c:\program files\microsoft
office\templates\presentation designs" but they do not show up when I
view the avilable design templates in PowerPoint.

If I put the new template in "<my profile>\application
data\microsoft\templates" then it does show up in the task pane. But
this is not avilable to all users.

I tried putting it in "<all users profile>\application
data\microsoft\templates" but that doesn't make it show up either.

Any ideas how I can do this?
