Adding items to New Item Alert window

I am trying to reproduce in VBA the functionality of the Rules action
labelled "display a specific message in the New Item Alert window." I can't
find this in the object model. Is this possible using VBA?

Let me rephrase this. I need to write a few scripts for Outlook 2003, and
can't find any way to add an item to the New Item Alert window anywhere in
the OOM. Is there another interface that would let me do this? I'm not
really an Exchange/Outlook person, so I kind of need a nudge in the right
direction.
