adding new nonproject time entries

We use project server 2002

is there any way to rename the existing nonproject time
entries and add few more in project server 2002. all our
enterprise resources are at 75% allocation per day ie
just 6 hours of project time the rest of two hours are
divided into admin, production support, meetings,
assisting users, peer review of migrations etc.

We were thinking of of somehow using nonproject time
entries to show the remaining two hours of time (per day )
which a resource usually spends in meetings or doing
production support. so we need to add more entires in the
non project time list

we are hoping that resouces will enter the actual hours
in these nonproject time
entries thus providing a actual hours that we spend on
each day

the main reason is to get this done is as the higher
managment wants to know what the resources are doing when
not working on projects

please test the outlook tasks. the resources can enter their unscheduled tasks in outliik .then they transfer those datas to MSP server 2002
