Adding new resources

Here is what I am looking to do.

Add Joe as a resource to the server held project plan, however only use his
personal email address for notification. When tasks are added for Joe, the
email notification of such should go to his personal email address.

Why is does Joe not receive these emails?

Is your email address entered for Joe a fully-formed email address and not
an alias? Is it entered correctly? Is Joe a local or enterprise resource?
What is Joe's workgroup type?
