Adding node to the Outlook folder list

Can an add-in add a custom node into the same "Folder List" that is
displayed by clicking one of the "Outlook Shortcuts"? That is, I would like
my custom "folder" to show up directly below, but at the same level as,
"Outlook Today", "Public Folders", etc.

Each top-level "node" is a separate information store. Therefore, to do what you describe, you'd need to add another .pst file or other store.
