Adding resources to Enterprise Resources Pool

I used the Insert New Resources from Active Directory to add a lot of
resources name into my Project 2003 Professional. If I want to load this
resource to my Enterprise Resource Pool at my Project Server, wheather or
not I must have a project at server first?

If I'm reading you correctly, what you want to do is save your Project with
all the resources as a regular mpp file and close, then:

Start Project Pro and connecting to your server with Admin Privileges
Select Tools > Enterprise Options > Import Resources to Enterprise
In the Open dialog, select Open from File and find the mpp file
Follow the rest of the steps in the wizard to import all the resources from
the plan into your enterprise resource pool
