Adding Rows

I'd like the ability to add a row with specific text in a workshee
multiple times. But the trick is I need the rows to be entered a
certain locations and not one after another.

Best example I can think of;
If you can picture setting up a checkbook in excel.....then imagine i
includes your electric bill for each month of the year.....this ro
would be in the worksheet at random locations. If I wanted to project
budget for the following year that contained this row, how could
easily insert in for each month at a specific location?
