Adding sound to email

I read the website at Microsoft about adding sound to
Outlook 2003 emails at http://office.microsoft.com/en-
au/assistance/HA011182321033.aspx

I followed the instructions but when I click on the sound
button I get the following error.

'This object was created in HTMLInLineSoundCtl.
This application is not avaiable to open this object.
Make sure the application is properly installed and that
it has not been deleted, removed or renamed'

I'd be most grateful if you can advise how to go about
fixing this.
