adding to short cut bar

How can I add the Window explorer and Control panel to the
Office short cut bar? My computer is running window XP
and Office 2000.

Right-Click on shortcut bar>customize>buttons>add whatever you want.

You can only add programs but not Control Panel and Window

You can add Window Explorer explorer.exe ( I just tried to make sure) .

Windows Explorer *is* a program (explorer.exe), and you can add other
sorts of shortcuts, such as links to files and folders, to the toolbar.
The Office Shortcut Bar comes with a control panel shortcut already
present, but it may not be displayed. To make it visible, right-click on
the bar and click on Customize, then the Buttons tab. Scroll through the
list of available buttons to the Control Panel button and check the box in
front of its name.
