Adding WSS site after project has been created

I am not able to create and then associate a WSS site to a project once the
project has been created. Yes, I do have automatically create a WSS site
set. And, I have
"Automatically add Project Web Access users to project team Web site when
SharePoint site is created or when the project manager publishes the project
information to Project Server." set for yes.
