Here's an intersting tidbit on this problem:

When you go to a record, let's say record number 801, and
click on the Technical Training main topic, the Technical
Training subtopics appear. If you select the appropriate
subtopics, then it appears and stays. As you click through
the entered records, only those Main Topics that have
Technical Training selected will show what their subtopics
are.

Also, if you go to a new record, change the Main Topic to,
let's say, Requirements; only those records with
Requirements in their main topic show their selected
subtopics.

Strange... Any ideas?
