Address book doesn't work

I have windows vista home premium operating system and outlook 2003 on my
laptop. Recently whenever I click on address book at top of page I get an
error message saying it can't be found. Sometimes if I go and click
"contacts' in lower left pane of outlook I can see all my contacts. Other
times I get a message sayign path doesn't exist to it. I have gone into
tools/email addresses and there is no "outlook addresses" indicated , just
personal . If I try to add a new location and right click on "contacts" it
say no path to it. Yet sometimes if I click on contacts they show up. Very
strange. One time contacts will be empty or show an error message and
another time they will be there.

Which mail account type are you using?
Assuming a POP3 account, scan it for errors with scanpst.exe.
For details see;
http://www.msoutlook.info/question/77

See if you can access your Contacts folder without any errors now. If not,
try it again after starting Outlook with the resetfolders switch;
Start-> type; outlook.exe /resetfolders
(note the space in the command)

Once you can access your Contacts folder without any issues, you can assign
set it as an Address List in your Address Book as per;
http://www.howto-outlook.com/faq/contactsinaddressbook.htm
