address book grayed out

What is the usual problem when a user cannot access
his/her local contact list? The option to include it as an
address book is grayed out in the properties. any
suggestions?

That means the Outlook Address Book Service has not been added to the
Outlook profile. Method to do so depends on your Outlook version, which you
did not post.
