You still didn't post your Outlook version.
Depending on your version and mail support mode of Outlook, you can sort the
Outlook Address Book this way (check for your mode on the second line of the
Help menu > About):
97, 98/2000 in Corporate/Workgroup mode:
Tools menu > Services > Highlight the Outlook Address Book service > Click
Properties > Set sort order
98/2000 Internet Mail Only:
Tools menu > Address Book > View menu > Sort by
Outlook 2002:
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there
Sorting of Outlook Contacts actually occurs on the Subject field. In some
cases it may be necessary to change the Subject field (which is not normally
seen) in order to get the results you want. You can use the form described
on this web page:

Using Contacts to enter names, addresses, and email addresses. When
selecting the Address Book and clicking Contacts, the email address are
displayed alphabetically by first name. Want them to display alphabetically
by last name.
