I have tried to move my Outlook 2000 address book to my
new computer running XP home addition*(compaq 6000). My
old computer has the Millinum OS(compaq 5000). I have
tried to copy the .svc file to a CD and the access it on
the new computer but I can not get it to work. Can you
help me with this problem.

Your Outlook address book and other items are in a .pst file, not a .svc
file (or do you mean a .csv file?)

Copy the .pst file from the older computer to the new one, select File->Open
from the main Outlook window and then drag and drop your files to the
corresponding folders.
