Address List Last Names First

I have installed SBS 2003 along with Exchange and Outlook 2003 clients on a LAN of 25 users. In the address book a lot of the users want to view the Global Contact Lists as well as their personal contacts list by last name first. Under contact options in the tools menu we set this but it does not make a difference. Keeps showing everything first name first.

How can I get this to work.

Set the option in the Outlook Address Book. Go to Tools > E-mail accounts >
View or change existing directories or address books > Outlook Address Book
Change. >

That worked for all local contacts, but not for public contacts on the exchange server in either a public folder or the Global Address lists.
