Adjust actuals (Locked down actual Work)

Hello,

I'm trying the Adjust Actual feature in Project Server 2003.
I have the Administrator permissions.
In the Tracking settings page, I set the Manage Periods - Allow only PWA
users...
In the Adjust actual page, I can change the Act.Work for administrative
project tasks, but not for project task : the system shouts a loud beep.

What's wrong ? Thanks for help
