What update method are you set to in PWA Admin>Customize Project Web Access
Specify the default method for reporting progress on tasks
Percent of work complete: Resources report the percent of work
complete, between 0 and 100%.
Actual work done and work remaining: Resources report the actual
work done and the work remaining to be done on each task.
Hours of work done per day or per week: Resources report the hours
worked on each task during each time period.
Lock down defaults
Allow project managers to change the default method for reporting
progress if a different method is appropriate for a specific project.
Force project managers to use the progress reporting method
specified above for all projects.
This could be the reason as if you are not on the 3rd reporting method
option, you will not be able to adjust actuals on the right hand grid. Also
if you are not forcing PM's to publish with this method it could be
conceivable that they have published that resource's assignments as a
different type of reporting method in which case you will have the same
problem.
Verify that you have the View Adjust Actuals global permission as well as
described in the definition below.
Definition:
Adjust Actuals is a category permission that allows a Project Web Access
user to adjust a team member's submitted timesheet entries (actuals). Grant
this permission to any member of your organization who requires the ability
to adjust a resource's timesheet entry.
For example, grant this permission to project managers, resource managers,
and financial managers who need to ensure that the Project Server timesheet
reporting can be synchronized with an external timesheet application like
Siebel.
This permission requires that users:
